I come here when I need a tool that I can't justify spending too much on. The American Classifieds (free sales paper) always has a Harbor Freight page with some coupons, and I have never had an issue using them. Just have to make sure the part number on the box matches one of the ones listed on the coupon.
Online coupons are deceitful. Have to read all the fine print. Discount coupons cannot be used for half the items in store. Used as bait to get you in store

The store is always organized and adequately staffed from my experience. Never have to spend more than a few minutes in line. Tool quality is typically pretty good. Out of 100 or so different tools I've picked up here only one (a set of pliers) has ever failed me. Even the power tools are decent quality.
Clean, organized and staff is helpful if you can hunt them down. It's hard to find a sales person but once you do they are generally helpful.
Cashier there was rude and kept denying stuff. Never going to this store again.
